Sir Dallas Brooks Mixed Foursomes - 2009 Entry Conditions1. THE CHAMPIONSHIP1.1 The event is open to pairs consisting of one male and one female whose combined stroke handicaps do not total more than 26 (twenty-six) strokes. Players must play from their current handicaps for the stroke qualifying round, with the exception that no pair shall play from a combined handicap greater than the maximum limit of 26 strokes. Thereafter for all match play rounds, each pairs stroke qualifying round handicap shall be used. 1.2 The field for the Championship will be limited to a maximum of 180 mixed pairs. 1.3 Should a ballot be necessary to limit the field, pairs on the highest combined handicaps will be subject to elimination. 1.4 The Championship shall be played in two separate sections. 1.5 The first section shall consist of one elimination round of 18 holes handicap stroke play. 1.6 The 32 (thirty-two) lowest nett scores from the elimination round shall compete in the second section of the Championship. 1.7 If in the elimination round there be a tie for a place or places to qualify for the Handicap Match Play, it shall be decided by the Golf Australia count-back system. A tie for the leading qualifiers in the elimination round will be decided by count-back as recommended by the Victorian Golf Association. 1.8 The second section of the Championship shall consist of successive rounds of handicap match play with losers being eliminated and winners progressing to the next round. All matches shall be determined over 18 holes. The automatic draw shall be applied to establish the first round matches. 1.9 In the case of matches being square after the completion of 18 holes, play shall continue with strokes being taken as if the match had recommenced, until one side secures the advantage. 1.10 The winning pair shall be the Sir Dallas Brooks Open Mixed Foursomes Champions and shall each receive a trophy and have the right to hold for one year, the trophy presented by the late General Sir R.A. Dallas Brooks, former Governor of Victoria. The runners-up, semi-finalists and the pair with the best nett score in the elimination round shall also receive trophies. 1.11 Victorian Mixed Foursomes Championship 1.11.1 The Victorian Mixed Foursomes Championship title will be concurrently with the 2009 Sir Dallas Brooks elimination round. 1.11.2 Eligibility for the 2009 Victorian Mixed Foursomes title is restricted to pairs consisting of one male amateur player and one female amateur player. 1.11.3 The 2009 Victorian Mixed Foursomes Championship title will be won by the amateur mixed pair that returns the lowest stroke score in the 2009 Sir Dallas Brooks elimination stroke play round. 1.11.4 The VGA Count-Back System shall be used to decide any tie for the 2009 Victorian Mixed Foursomes Championship. 1.11 Subject to the approval by the Championship Committee, following entry into the competition, it is permissible to substitute an alternative player for a nominated player who is unable to compete in accordance with the conditions of the competition. Should a ballot have been undertaken at the time of the substitute request, the substitute player’s handicap must be such that the combined handicap of the pair would not have included them in the ballot. Player substitution is not permitted after participation of any given pair in the elimination round.
2. COMMITTEEThe Championship Committee shall consist of representatives of the VGA Council, Women’s Golf Victoria, The Metropolitan Golf Club and the VGA/WGV Staff. In the absence of a full Committee, such members thereof as may be present at the time, may give a decision and any decision so given shall be deemed to be a decision of the full Committee. The Committee shall have the sole management and control of the Competition with full power at any time, to alter or vary any of the conditions. In the event of bad weather, or for any other reason, the Championship Committee may shorten the competition, appoint another day or days for completion of any round and/or may transfer play to another course. Protests must be made to the Committee not later than 10 minutes after the conclusion of each round.
3. ENTRIESThe Committee has the right to refuse the entry of any person without being required to give a reason for so refusing. Any entrant may withdraw and have the entrance fee refunded providing notification is received by the time entries close. Entries of amateurs are restricted to members of Clubs of the Victorian Golf Association and Women’s Golf Victoria, or of Golf Clubs registered with such State or Overseas Associations as are affiliated with or recognised by those Associations, or of Clubs affiliated with the Victorian Golf League, and registered golfers. All entries must contain the GolfLink number or a club verified handicap record for each player.
4. PROFESSIONAL’S HANDICAPSProfessional’s handicaps for the Sir Dallas Brooks Trophy are to be determined as follows:-
Where a professional is a member of a club or has a handicap calculated at a club where he/she is employed, then that handicap shall apply for the Sir Dallas Brooks Trophy. If (i) above is not applicable, Professionals are to play from scratch.
Exception: All professionals who hold playing rights on any PGA or LPGA Tour shall be allocated a playing handicap by the Championship Committee.
5. RULESThe Rules of Golf as adopted by the R & A Rules Limited will apply, together with such local rules as are in force on the course over which the competition takes place. If a dispute arises on any point, it shall be decided by the Committee, whose decision shall be final. All players are required to adhere to the Association’s Code of Conduct for the duration of the competition.
6. DRAW AND STARTING TIMESA draw will be made by the Committee. The Committee has the power to amend the draw or substitute another player for any competitor who is not at the tee at the time appointed to play. It any also alter the starting time for any pair. However, it is a condition of the competition, that in the absence of circumstances which warrant waiving the penalty of disqualification as provided in Rule 33-7, if the player arrives at his/her starting point, ready to play, within five minutes of his/her starting time, the penalty for failure to start on time is loss of the first hole in match play, or two strokes at the first hole in stroke play instead of disqualification.
7. ORDER OF PLAYLadies shall play from the first tee. This order is to be maintained for the duration of the Championship.
8. HONORARY MEMBERSCompetitors will be made Honorary Members of The Metropolitan Golf Club for the duration of their participation in the Tournament.
9. PACE OF PLAYRule 6-7 will be strictly enforced. Each group must maintain its position on the course with respect to the group preceding them. Any group with a clear hole in front of them will be considered out of position. Penalties will be issued to pairs in such groups who by their pace contribute to such delay. Warnings may not be issued prior to penalties.
10. DRESS STANDARDSPlayers and caddies must observe the dress standards and any course requirements of the host clubs. Any player not adhering to the Host Club’s dress regulations will be prohibited from playing. Any caddie not adhering to the Host Club’s dress regulations will be requested to leave the course. Players and caddies not complying to these requirements will also be subject to action in accordance with the Association’s Code of Conduct.
11. MOTORISED TRANSPORTDuring play, it is prohibited for a player or his caddie to ride in or on a motorised vehicle unless specific written permission has been granted by the Championship Committee. Penalty: 2 strokes for each hole at which a breach occurred; maximum penalty per round – 4 strokes. Procedure when breach discovered: Use of any unauthorised form or transportation must be discontinued immediately upon discovery that a breach has occurred. Otherwise the player is disqualified.
12. DRUG TESTINGAll Competitors are subject to drug testing by the Australian Sports Drug Agency for banned substances as laid down in the Golf Australia Doping Policy. Any competitor infringing this policy or refusing to take a test, may be disqualified.
13. DISTANCE MEASURING DEVICESThe use of distance measuring devices is permitted at The Metropolitan Golf Club in accordance with the R&A specimen local rule on the matter.
14. DATABASE OF COMPETITOR’S DETAILS14.1 The data contained on an entry form submitted by an entrant for a VGA event is permanently retained by the VGA within its database of competitor’s details. 14.2 This database is operated to assist with the management of current and future VGA events. From time to time the VGA may also allow a sponsor/s to utilise the information contained in this database for its/their own purposes. 14.3 From time to time players may be sent entry forms or event literature for either VGA events, or events conducted by VGA-approved bodies, and accompanying material. 14.4 Upon receipt by the VGA of a written request, a player may either have access to their details, or have their details deleted from the database.
